A birth certificate is an official statement confirming the date of birth, birthplace, sex, and name of the newborn baby. A birth certificate proves the legal existence of an individual and registration of this event is a source of basic vital data of the population to which they belong.

Births occurring in places within the area under Kolkata Municipal Corporation (KMC) jurisdiction can only be registered by the KMC. The entire KMC area is divided into 15 boroughs for administration and the office of the Executive Health Officer of each borough is the Registration Unit for all births occurring within the respective Borough area.

Birth Registration

For Birth events occurring in Private Hospitals/ Nursing Homes in Kolkata:

  • Birth certificates can be obtained from the concerned office of the Executive Health Officer usually after 6 weeks from the date of birth, subject to the condition that all birth events are reported in prescribed registration format by the private hospitals/nursing homes within 21 days from the date of occurrence to concerned Executive Health Officer as a mandatory requirement.

  • The name of the child can be inserted at the time of taking birth certificates by the parents or a relative authorized by the parents in writing.

For birth occurring in Govt. Hospitals in Kolkata:

  • Birth certificates can be obtained from the concerned Health Office up to 1(one) year from the date of birth on the production of a medical certificate of birth issued by the hospital.

  • The name of the child can be inserted at the time of taking the birth certificate by the parents or a relative authorized by the parents in writing.

For Domiciliary birth events:

  • Domiciliary events of birth shall be reported by the Head of the family to the concerned Ward Health Unit for registration within a month but not later than 1 year along with the production of a medical certificate of birth issued by a Medical Practitioner / Midwife / Traditional Birth Attendant. The birth certificate can be obtained on the spot from the Ward Health Unit.

  • Birth certificates in respect of domiciliary events not reported within one year can be obtained on delayed registration based on orders of First Class Magistrate of KMC area from the concerned borough Ex. Health Officer [up to 20 years] and KMC Main Office [beyond 20 years].

Delayed Birth Registration in Kolkata

Under the existing rules, any event of birth is to be compulsorily registered within 1 year of its occurrence. Delayed registration beyond one year of occurrence of birth can only be done based on orders of Executive / 1st Class Magistrate of the KMC area.

In case, the birth is not already registered at the time of birth, the following documents are required to get a Birth Certificate, 

  • Get a Non-Availability Certificate from KMC Main Office, Health Department at 5, S.N. Banerjee Road, Kolkata - 700013 on the production of supporting documents like Voter ID card, Educational Record, Ration Card etc. The Non-Availability Certificate is an acknowledgement or endorsement from the authorities stating that the certificate is not available with them. Applicants have to fill out a form and submit it to the Health Officer, who will then verify the data and issue the acknowledgement

  • Court Order from Executive / 1st Class Magistrate of the KMC area.

  • Request letter from the person whose address has to be corrected

d) Total name correction of Parents which alters the main name totally

  • Order from the court only

e) Hospital Name

  • Request letter from the person whose birth certificate has to be corrected

  • A letter from Hospital/ Discharge Certificate copy

  • Photo ID of Applicant
