The birth of a child registered in Indian consulate can be registered in India if and only if the parents return to India for permanent settlement. So if you have returned to India for settlement then you can register the birth of your child at the concerned local body where you have settled within 60 days of the arrival of the child in India. After this period sanction for delayed registration is required from the competent authority.
