If you submit your application to the Village Officer, he will issue a certificate confirming that both "Mohammed Naseer" and "Nasir" are the one person. If it is not accepted, apply it to the Tahsildar.

Both names are different in legal terms so it need to be updated by same as name chaNge/update notification by gazette publication.
