EWS സർട്ടിഫിക്കറ്റ് കേരള സ്റ്റേറ്റ് ഗവണ്മെന്റ് പർപസിലേക് മാത്രമാണ് എങ്കിലാണ് AAY അല്ലെങ്കിൽ PHH കാർഡ് ഹോൾഡേഴ്സിന് മറ്റ്‌ മാനദണ്ഡങ്ങളിൽ നിന്നും ഇളവ് ലഭിക്കുന്നത്.
അതായത് AAY അല്ലെങ്കിൽ PHH കാർഡ് ഹോൾഡേഴ്സ് ആണെങ്കിൽ മറ്റ്‌ മാനദണ്ഡങ്ങൾ ഒന്നും പരിഗണിക്കാതെ EWS സർട്ടിഫിക്കറ്റ് ലഭിക്കുമെന്നുള്ളതാണ്.
എന്നാൽ സെൻട്രൽ ഗവണ്മെന്റിന് വേണ്ടിയുള്ള EWS സർട്ടിഫിക്കറ്റ് ലഭിക്കുന്നതിന് AAY അല്ലെങ്കിൽ PHH കാർഡ് ഹോൾഡേഴ്സിന് മാനദണ്ഡങ്ങളിൽ നിന്നും ഇളവ് ഉള്ളതായി കാണുന്നില്ല
