EWS സർട്ടിഫിക്കറ്റിന് അർഹത ഉള്ളത് നിലവിൽ സംവരണ ആനുകൂല്യങ്ങൾ ലഭിച്ചുകൊണ്ടിരിക്കുന്ന സമുദായങ്ങളോ വിഭാഗങ്ങളോ അല്ലാത്തവരായിട്ടുള്ള അതായത് സംവരണ ആനുകൂല്യങ്ങൾ നിലവിൽ ലഭിക്കാത്ത വിഭാഗക്കാർക് മാത്രമാണ് EWS സർട്ടിഫിക്കറ്റ് അനുവദിക്കുന്നത്
അത് സാമ്പത്തികമായി പിന്നോക്കം നിൽക്കുന്ന ഉയർന്ന വിഭാഗങ്ങൾ എന്നറിയപെടുന്നവയാണ്.
