Homeless and landless people who were not included in the list in the first phase will have the opportunity to submit applications from August 1 to 14, 2020. The application has to be submitted completely online. Applications can be submitted through the help desks set up at the Panchayat/Municipalities/Corporation or on their own. Those on a ration card will be treated as a single family. Accordingly, homeless and landless homeless people who have a ration card before July 1, 2020  can apply. Also, none of the people mentioned in the card should have home or land as well

The annual income of such applicants should be less than three lakhs. Other terms are described in the guideline. There are concessions in the conditions for Scheduled Castes, Scheduled Tribes and Fishermen. Beneficiaries applying under this will be included in the list on priority basis on the basis of nine hardship factors fixed by the Government.

The draft list will be published after scrutiny of the applications received online in the Grama Panchayats and Municipalities. Complaints at the Gram Panchayat level should be submitted to the Block Panchayat Secretary and complaints to the Municipal Corporations should be submitted to the respective Municipal Secretaries. Second appeals regarding the list will be examined by the respective District Collectors. The list is expected to be finalized by September 26 with the approval of the local bodies and the gram sabhas.
