Yes, you can say no.

A landlord cannot enter your rental premise as and when requires. A landlord doesn’t have rights to enter or inspect your rental house without your permission.

Landlord has rights to inspect the flat only when the notice was issued. For inspection, should obtain tenant permission well in advance.
