As per the policies and rules RPO is authorized to deal with dob change procedure and all such applications are escalated to RPO OFFICE. You have to visit RPO office with all the supporting documents and old birth certificate cancellation form. All others steps would be explained at the office.

It is better to approach your district POLICE COMISSIONER office or SP Office concerned as soon as possible.

No sir, you cannot change RPO. Only you can change district under which jurisdiction you have choose RPO.
