വാണിജ്യ സ്ഥാപനങ്ങളിൽ നിന്നും ലഭിക്കുന്ന electronically created ബില്ലുകളിൽ അധികവും വായിക്കുവാൻ പറ്റാത്തവയാണ്. ഭാവിയിൽ ഉപഭോക്താവിന് ഉത്പന്നത്തെ കുറിച്ച് എന്തെങ്കിലും പരാതിയുണ്ടെങ്കിൽ അത് പരാതിപെടുവാൻ വ്യക്തമായ ബിൽ കയ്യിൽ ഉണ്ടായിരിക്കേണ്ടതാണ്. ഷോപ്പിംഗ് മാളുകളിൽ നിന്നും മറ്റു ആധുനിക വാണിജ്യ സ്ഥാപങ്ങളിൽ നിന്നും ലഭിക്കുന്ന ബില്ലുകൾ പലതും പെട്ടെന്ന് കീറിപോകുന്നവയും, വായിക്കുവാൻ പറ്റാത്തവയുമാണ്. എറണാകുളം ഉപഭോകൃത കോടതി ബില്ലുകൾ എപ്പോഴും readable, legible and durable ആയിരിക്കണമെന്ന് വിധി പുറപ്പെടുവിച്ചിട്ടുണ്ട്.. വിധി നടപ്പിലാക്കുവാൻ സർക്കാരിന് നിർദേശവും നൽകി. ഈ വിധി സർക്കാർ സ്ഥാപങ്ങൾക്കും ബാധകമാണ്. ആയതുകൊണ്ട് ഇനി മുതൽ വ്യക്തമല്ലാത്ത ബില്ലുകൾ ഉപഭോക്താവ് കൈപ്പറ്റേണ്ടതില്ല.
