According to return and refund policy of Indian Railways, an unconfirmed tatkal ticket will be canceled automatically after the chart preparation that is 2 - 4 hours prior to the train departure. If your waiting list tatkal ticket doesn't get converted to a confirmed ticket after the chart is prepared, you will get the refund.
