This is to inform you that as per RBI guidelines no one can activate or surrender any account in the name of someone else nor they are transferable to anyone else, Kindly contact the previous owner directly or via the car dealer & ask him to raise a surrender request with the bank & close the wallet to get the unused amount refunded back to his account then you may purchase and use a FASTag in your name. There is no other way out of this.
