I am transferring my car from Bangalore to Hyderabad. I am closing my loan and planning to apply for NOC. How much time will it take for the NOC to be issued ? Will it be delivered to address given in Form 28 or do I have to collect it personally ? Also, as i am closing the loan do i need to first apply for hypothetication removal before applying NOC or i can directly apply for NOC ?

You can apply for NOC with or without removing hypothecation. If you are applying for NOC without removing hypothecation then you need to Consent of Financier on CMV Form 28.
Once you submit all the applications, RTO will obtain a report of the vehicle from police authority to check if the vehicle is involved in any criminal case or stolen.If there are no incidence, then RTO will issue NOC in around 7–20 business days.
To the best of my knowledge, they won't mail it to you. You have to get it from RTO or hire an agent to do so.

I reported this to the dealer and they applied for name change and I received an additional document B-register extract, where my name is correctly mentioned. They said, RC cannot be changed, this doc has to be carried along with RC all the time. Also, my name was correctly updated in the RTO database, only RC card has the wrong name. Now I moved from Karnataka to Telangana and got my vehicle registered in Telangana and got my new RC card. The name is wrongly mentioned in my new RC card in Telangana also. I want to correct the name in my RC. When I checked the agents in RTO, they mentioned that "transfer of ownership" is the only option. When I check the Telangana Transport Website also, I couldn't find any option to correct the name. Can you guide me on this?

I got the RC No Objection Certificate for the two vehicles from the respective state registering authorities. But I didn't register it in Kerala. In 2017, I shifted to Hyderabad. I am planning to have my both vehicles registered in Telangana. Can you please help me with this case, as the original registering authorities are asking for a NUC (No Utilization Certificate) from Trivandrum RTO. How to do it without traveling to Kerala? Is there an online process for it?

Contact the RT office where your vehicle stands registered at present.
