You need to terminate HPA to process the transfer of ownership. It is on mutual trust all vehicle transactions are done.

Obtain Noc from Bank and submit the records at the concerned RTO remit fee and also apply for tranfer of ownership via parivahan.  Then confirm that Transfer of ownership is effected and then hand over the vehicle
