“BHAROSA Geriatric Care “ under the Swawlamban Scheme of the Department of Women Development and Social Welfare, Government of West Bengal is a vocational training program for adolescent women (SWAWLAMBAN) with financial assistance from West Bengal Women Development Undertaking (WBWDU).

Objective of Swawlamban Bharosa Scheme

  1. To promote knowledge in geriatric care, deal with emergencies, understanding of various geriatric health issues both physical and Psychological;
  2. To increase skill of handling aspects of geriatric problems
  3. Behaviour and Communication skill development and also use of geriatric assistance devices
  4. To maintain proper record and document the intervention plan of the elderly person.

Beneficiaries of Swawlamban Bharosa Scheme

  1. Socially distressed Women of the age group of 18-35yrs, having minimum qualification not below class-X passed and to be selected through process maintained under Swawlamban Scheme; antecedent/background of the beneficiaries is to be verified by police.
  2. Government / NGO run Home inmates who have minimum educational qualification not below Class X passed.
  3. Beneficiaries must have proof of identification (Voter’s identity card/Ration Card/ PAN Card).

Eligibility of Implementing Agency

  1. Eligible and expertise NGOs/Trust/Institutions/Organisations who have expertise and experiences in working in the field of training on Geriatric Care for minimum 3 yrs may submit intent letter alongwith application in prescribed format applying for assistance to implement the scheme in blocks or municipal areas to the Office of the District Magistrate(Social Welfare Section).The application may be submitted to the office of the WBWDU at Nirman Bhaban, Ground Floor, Salt Lake City, Kolkata-91 for Kolkata District.
  2. NGOs must have been registered at least three years prior to the date of application and renewed the registration regularly.
  3. NGOs must have one or more Medical Officers (having minimum degree like MBBS or its equivalent qualification from recognised Institution) in their Governing Body.
  4. The NGO should have provision of imparting Vocational Training in their Objectives of Association.
  5. NGO should have excess of income over expenditure (surplus) during last three years to be supported by last three years audit and annual report.

Project Approval Committee (PAC)

For the purpose of final sanction of projects at the State level under the scheme, a “Project Approval Committee (PAC) for Swawlamban ” under the Chairmanship of HMOS (IC) of the Department has been constituted by the Department of CD and WD & SW, Govt. of W.B.

Mode of Release of Fund

Fund will be released to NGOs/Trust/Institutions/Organisations in three instalments after execution of “Bond Agreement”, submission of “list of selected trainees & trainers” and “broad sheet with quotations of fixed assets.The 1st instalment will comprise of 100% of non-recurring grant & 50% of recurring grant out of the total sanctioned project cost.The 2nd instalment comprising of balance 40% of recurring grant will be released subsequently on receipt of the following documents from the Implementing Agency through the District Authority in case of district and directly by WBWDU in case of KOLKATA.
  1. Progress report in proforma.
  2. Audited Utilisation Certificate in proforma.
  3. Audited statement of accounts – Balance sheet/ Income Expenditure/ Receipts & payments.
  4. List of trainees who have been finally included in the training program from the approved list of trainees as already furnished to WBWDU before execution of ‘Bond of Agreement’ duly countersigned by DSWO in case of District and Secretary WBWDU in case of Kolkata District.
  5. Asset list in proforma.
  6. Mid-term monitoring report from the appropriate authority (DSWO in the District).
The 3rd instalment comprising of the remaining 10% of recurring grant will be released subsequently on receipt of the verified Post Training Placement Report and analysis of the performance of the NGOs/Trust/Institutions/Organisations along with documents similar to that of 2nd instalment.
