The Chief Minister of Odisha has launched 'Mukhyamantri Maschyajibi Kalyan Yojana' which will benefit more than 1 lakh fishermen and 11 thousand women.

Financial Assistance for New Boat, Engine & Net

Odisha is a Maritime State having seven coastal districts with a coast line of 480 Kms. About 5.18 lakh of marine fishers solely depend on fishing for their livelihood. In order to increase the marine fish production and to enhance incomes and livelihoods of the marine fishers, the State plan scheme "Provision of new boat, engine and net with financial assistance" under MMKY is being implemented in the State of Odisha.

Motorization of Traditional Crafts

Odisha is a maritime state having a coastline of 480 km with 24000 sq kms of continental shelf area. Around 5.18 lakh of marine fishermen belonging to 1.14 lakh families live along the coast. More than 23,000 registered boats are engaged in marine fishing out of which approximately 10000 are non-motorized traditional crafts. Motorization of traditional craft would increase the catch per voyage and incomes of traditional fishermen.

Livelihood Support to Marine Fishermen during Fishing Ban Period

The Government of Odisha has introduced the State Plan Scheme “Livelihood Support to Marine Fishermen during Fishing Ban Period” since FY 2016-17. It has been decided in the SFC meeting held on 01.11.2022, that the financial assistance amounting to Rs 15,000/- will be provided to each affected marine fishermen families each year during the year 2022-23 & 2023-24. 

New Tank Excavation under Brackish Water Aquaculture

Odisha has vast potential for enhancement of area and production under brackishwater aquaculture. Presently, around 18,923 Ha is under Brackish water culture with an annual production of approximately 1, 14, 020 MT. The brackish water aquaculture is carried out within 2 km from the High Tide Line (HTL) and is regulated under Coastal Aquaculture Authority Act (CAA)-2005 and Amendment Act- 2023, CAA Rules- 2005 and Amendment Rules-2022. The Department has developed the GIS based Coastal Aquaculture Information System (COAST) with support from ORSAC and it is observed that approximately 2.93 lakh Ha of private land is available in the brackish water zone. Accordingly, in order to promote farmers and entrepreneurs to take up Brackish water aquaculture, this state plan scheme is implemented. 

Promotion of Reservoir Fishery Production

Odisha State is endowed with immense fresh water resources like tanks, rivers, reservoirs and canals etc has tremendous scope for augmenting fish production for growing fish-eating population also generating rural employment. Reservoirs can contribute significantly to the State fish production if managed scientifically and by introducing conservation measures. The State has 2.00 lakh Ha. of reservoir fisheries resources out of which fishing rights of 1.41 lakh Ha. is vested with Fisheries Department under Odisha Reservoir Fishery Policy 2012 managed by Primary Fishermen Co-operative Societies/WSHGs.It is observed that fingerling stocking in the reservoir has augmented fish production and productivity and helped in uplifting economic condition of fishers.

Popularization of Fisheries Machineries - Equipments

Promotion of sustainable intensification of the freshwater and brackish water aquaculture for boosting productivity and production of fish and shrimp and generating high income is a recent trend in the modern era. In order to optimize the production and productivity of the pond ecosystem provision of different types of machinery/implements to the farming system is felt essential. To support this, the State Agriculture Policy-2013 provides different patterns of assistance for different types of machinery and implements. The provision of implements like Gen-sets, Trawl Net, Solar based smart technologies, Aerators, Air blowers with aero-tubes, biosecurity nets, fishing nets are the integral part of enhancing the aquaculture production. The aquaculture machinery/implements helps in oxidation of unused nutrients, fecal matter, neutralization of toxic gasses and maintaining the biotic factor of the pond ecosystem. The use of fishing nets helps in reducing the harvesting cost. The subsidy pattern for implementing the scheme is 40% for all categories. It is decided to provide subsidies for farm machinery under the state plan scheme "Popularization of Fishery Machinery /Equipment" with the above-mentioned pattern of assistance.

Assistance to Network of Seed Growers under Early Breeding Programme

production over the next few years. For this to happen, both fish production, productivity and quality fish seed production in the state has to significantly improve. Over the last 5 years, freshwater fish production has increased by a CAGR of 8.03% to reach a production of 6.90 lakh tons in 2022-23. This kind of growth has been achieved due to increase in farm area and crop intensification promoted by the Government and due to the strong involvement and contributions of farmers and entrepreneurs.

Assistance to Fish Seed Hatcheries for Early Breeding Programme

The Government of Odisha envisages to achieve self-sufficiency in fresh water fish production within 5 years. Ensuring quality seed production plays a pivotal role for increased farm productivity and thus enhances fish production. Over the last 5 years, freshwater fish production has increased by a CAGR of 6.90% to reach a production of 10.52 lakh tons in 2022-23.

Early seed production ensures fingerling availability during April-Jun, thereby a farmer gets 3-4 months of more rearing period. More to add there would be a steady availability of fingerling round the year which will facilitate continuous harvesting & stocking.

Machha Chasa Pain Nua Pokhari Khola Yojana

Odisha is endowed with 6.76 lakh ha of inland fresh water resources which include 1.34 lakh of tanks/ponds, 2.00 lakh ha of reservoirs, 1.80 lakh ha of lakes, swamps & jheels and 1.71 lakh ha of rivers & canals. Over the last 5 years, the freshwater fish production through aquaculture has grown at an impressive CAGR of 12% reaching 6.90 lakh metric tonnes in 2022-23. For crop intensification in existing fish tanks and for expansion of freshwater fish production area, it is envisaged for excavation of new fish pond across the state under the State plan Scheme Machha Chasa Pain Nua Pokhari Khola Yojana (Matsya Pokhari Yojana)

Promotion of Intensive Aquaculture through Biofloc Technology

Biofloc based farming aims to promote sustainable intensification of the freshwater fish and brackish water shrimp farming for boosting productivity and generating high income in a limited area there by fulfilling the principle of more crop per drop. 

Bio-flocs are micro-balls of unused feed and excreta of fish/ shrimp along with bacteria and other microbes in water as a suspension in the tank through continuous churning of the water by aeration. Useful microbes (Bacteria) which are called probiotics are added to tank water so that these microbes settle on Biofloc surface and start digesting the nitrogenous waste from the organic particles in the presence of carbon source and oxygen.

Reactivation of Primary Fisheries Cooperative Societies

The main objective of the scheme is to provide one time revolving fund to eligible Primary Fishermen Cooperative Societies @ Rs.2.00 Lakh each for working capital of the society and improvement of socio-economic status of the members in a long run and 50 such Primary Fishermen Cooperative Societies will be benefited under the program during the year 2023-24.

Input Assistance to Farmers for taking up Fish Farming in Farm Ponds

Farm Ponds are being developed in the State under MGNREGS by the Directorate of Soil Conservation & Watershed Development Mission wherein beneficiaries belonging to small/ marginal farmer category are provided with full financial support for excavation of the pond in their own farm land. These ponds have high potential to be used for raising both fish fingerlings and growing marketable size fish, based on water retention capacity. During the FY 2023-24 it is targeted to provide Input assistance to 10,750 farmers, who have excavated farm ponds under MGNREGA through the Directorate of Soil Conservation & Watershed Development Mission for facilitating production of Fingerling and fish, under this scheme by F & ARD Department.

Scholarship to Meritorious Students of Fishers Family

Education in fishers' community is always being neglected due to its vulnerability. To generate interest among the children of this sector of the society onetime cash award incentive to the pass outs of HSC examination will be provided for higher education after admission into the higher course like CHSE/ CBSE/ICSE'. To generate interest among the meritorious student of the fishers' family one-time assistance to the pass outs of HSC examination will be provided for higher education after admission in to the course.

Revolving Fund for WSHGs involved in Fisheries Activities

The Fisher women SHGs involved in pisciculture in GP tank /Biofloc, Fish marketing, fish value addition like dry fish making/fish pickle /other byproducts preparation etc. usually face difficulties in procurement of raw materials due to paucity of funds and usually opt to get from private sources. It is essential to support the WSHG through provision of a Revolving fund to meet the higher demand of fisheries related activities.

It is essential to support them through provision of Revolving funds of Rs. 10,000

per WSHG. In order to encourage their business, it is proposed to provide a fund of Rs. 10,000/- to them to carry out the activity smoothly.

Input Assistance to WSHGs

Based on the tremendous response received from the WSHGs for implementing the scheme, it has now been decided to extend the scheme under the Umbrella scheme "Mukhyamantri Maschyajibi Kalyan Yojana (MMKY)" as a component for the FY 2023-24.

The Project Proposal aims at taking up about 11273 Ha GP tanks providing input subsidy assistance to approximately 11000 WSHGs during 2023-24 and subsidy will be provided on tapering basis i.e. @60%, 50% & 40% for 3 consecutive years (for 1st, 2nd and 3rd year culture) to the WSHGs so as to continue scientific pisciculture in all GP tanks.
