  1.        Get the NOC for current state
  •          Fill three copies of FORM 28
  •          Paste or Pencil Print the chassis number on the filled forms. You need to take two prints at right corner of the form.
  •          Submit to the RTO
  •          You might be asked to get the report from commissioner office or State Crime Records Bureau (SCRB) office.
  •          It should take around 1 week to 1 month.
  •          RTO Bangalore has an option to apply NOC by sending registered mail to home state. If home state does not respond in 3 months then might consider that home state has no objection.

2. Pay the LTT (Life Time Tax)

  •          Find the correct RTO as per your residential zone. Bangalore is divided into multiple zones and every zone has dedicated RTO. The information is available at RTO website.
  •          Fill the FORM 14 (KMV- T – 14)
  •          Arrange required documents NOC, Original Invoice, Vehicle Insurance and PUC
  •          Reach RTO got to front desk reception. Show the filled forms and documents. It is better to keep the documents in a threaded file. The RTO officials like the files and arranged documents. You will be asked to go Audit section.
  •          Audit section is Room no. 6 at RTO Electronic City (near Bommanhalli) for other RTOs find it.
  •          The official will take a look at Invoice value and calculate the LTT and write the calculations on FORM-14. The official might ask for Insurance, PUC or ID card documents.
  •          Get a Demand Draft for the LTT amount in the name of “RTO Bangalore” or as directed by official.
  •          Submit the demand draft at RTO Account window. The two receipts will be handed over in return one original and one copy.
  •          Always keep the photocopy/duplicate copy of the LTT receipt.
  •          As per Karnataka Motor Vehicle Taxation Act, if vehicle is staying more than 30 days in state then LTT needs to be paid.
  •          Once you have paid the LTT, you can drive freely. However within 11 months of your stay in state requires registration of vehicle.

3. Request for vehicle registration

  •          The Vehicle Registration stands for getting Registration Certificate from RTO of new state for your vehicle. The vehicle number may or may not require to be changed.
  •          You need to assemble all the required documents and prepare a file to submit at RTO. This file (threaded), envelop with stamps, cover for smart card holder etc. are generally available near the RTO office.
  •          Registration Certificate is already available with you. If you have smart card put it into transparent cover.
  •          Attach the duplicate receipt of LTT.
  •          Attach the FORM-14 which had the Tax calculation on it.
  •          Attach the filled form KMV 27, CMV 33 and CMV 27. On KMV 27 you need to print the chassis number using pencil. You can also take pencil print in separate plain paper and paste it at right corner of the filled for. You have to print/paste at two places at FORM KMV 27. Paste the photographs at the forms.
  •          Attach the address proof. This is a big issue as a person moved from other state does not have state recognized address proof. The rental agreement is also not recognized. The solution is simple. Get the Magistrate Notarized affidavit of twenty rupees stamp. This could be made from shops near BBMP offices or near RTO. It might cost from 150Rs to 250Rs. This is the recognized document. The format of affidavit is generally available with the vendors.
  •          Attach the HR letter from company.
  •          Attach the Insurance Copy.
  •          Attach the PUC copy.
  •          Attach the photocopy of ID proof.
  •          Attach the self-addressed envelope with required postal stamps.
  •          Write your vehicle number, contact number and address at front side of file.
  •          Go to the RTO front desk at Non-Transport Vehicle section. The file will be checked and you will be asked to get the FEE for registration and smart card. The official will write it at the top page of the file.
  •          Go to the account section and show the amount to the accountant. Pay and collect the receipts one original and one duplicate.
  •          Attach the original Fee receipts at the top of documents along with LTT receipt.
  •          Go to Non-Transport vehicle section (Room no.5 for RTO Electronic City) and ask for data entry for the file.
  •          Ask the official to issue SCRB FORM. Fill the FORM and get it signed by official immediately.
  •          Go to the SCRB office (Bangalore it is at MS Buildings no. 5 near Vidhansauda).
  •          Go to the front desk show the letter and collect the FORM. Fill the form with vehicle details.
  •          Go to the Citizen Centre (Bangalore MS Building 1) pay the fee (25Rs) and get the receipt.
  •          Go back to SCRB office and submit the filled from with attached receipt at front desk. In 15 minutes you will get SCRB report for your vehicle. (Seems process is changed)
  •          Attach the SCRB report next to FROM KMV 27 in file.
  •          Reach RTO around 11AM. Go to the Vehicle Inspection/Senior Inspector section (Room no. 9 for RTO Electronic City). Ask the official for the time of inspection. You will be asked to be in vehicle queue near the RTO for inspection. The inspection is nothing but the printed chassis number will be matched with actual chassis number and a police officer will sign at the form.
  •          Go back to Inspection section and get the FORM KMV 27 stamped with RTO Seal.
  •          Go to the front desk or Non-Transport vehicle section. Show the file to the official and he will mark it by scribing on it.
  •          Go to front desk and submit the file and get the acknowledgement.
  •          This acknowledgment could be carried to drive the vehicle freely.
  •          Within one month the new Vehicle Registration card will be dispatched to your address.

 4. Request for assigning new registration mark

  •          The New Vehicle Registration Mark stands for getting new vehicle number from RTO of new state for your vehicle.
  •          If you have not received the vehicle number in the step 3 (Request for vehicle registration) then you need to apply for it separately.
  •          Fill the FORM CMV 27 or write and application to RTO for assignment of new vehicle registration mark.
  •          Attach the Registration Certificate (Smart Card) in transparent envelop.
  •          Attach the Insurance Certificate copy.
  •          Attach the PUC copy.
  •          Attach the self-addressed envelope with postal stamps.
  •          Go to RTO and go to Non-Transport vehicle section official. The official will check the documents and scribe on it.
  •          Go to front desk and submit the file and get the acknowledgement.
  •          Within one month the new Vehicle Registration card will be dispatched to your address.
  •          If you do not receive document in one month then go to RTO at Non-Transport section. Show the acknowledgement to official and your smart card might be handed over to you directly.

  1. As per the Karnataka Motor Vehicle Act 1957, if you take your bike from home state to Bangalore, you need to get it re-registered within 11 months from the date of arrival in to Karnataka State. Re-registration of vehicle involves the following tasks.

    1. Get NOC for your Vehicle from RTO where it is registered
    2. Pay Life Time Tax (Road Tax) in Bangalore
    3. Get Registration Certificate of your Vehicle and New Vehicle Number from RTO in Bangalore

Following steps are discussed in detail here.

    1. Get NOC for your Vehicle from where it is registered

Before transferring a vehicle from one state to another ,  NOC is required from the RTO  where vehicle is registered .  In case NOC has not been obtained at the time of migration, the registered owner is required to apply in CMV Form 28 to the parent RTO along with documents for issue of NOC. In case, no reply is received from the previous RTO even after 30 days, the registered owner shall submit a copy of applied CMV Form 28, along with the postal acknowledgement for having submitted the required forms to previous RTO, and a declaration stating that the application for “NOC has neither been rejected nor any reply received from the previous registering authority” to whom the application has been made.
