Registration of land will be done in sub registrar office. The electronic copy of the j-slip with index (land details) information will be sent to taluk bhoomi centre by the sub registrar office through state data centre. Subsequently the sub registrar will send the hard copy of j-slip along with the sale deeds and other documents to taluk office. In the taluk bhoomi centre, a scheduled window application reads xml data and initiates mutation process. Transaction will be pending at operator login to generate form21 notice.

Operator will print the notice in form21 as generated in step 1 and then the transaction will be pushed to revenue inspector login for file acknowledgement (receipt of physical file and copy of notices by RI).

The revenue inspector will receive the hard copy from the operator and acknowledges the same in the software. Then revenue inspector will serve the notice to the interested parties and also publish in Grama Chawadi through the Village Accountant of the respecitve village in which rights in a particular land parcel is proposed to be transferred. After statutory period of 30 days from the date of notice generation (mandatory as per Karnataka land revenue act), revenue inspector (ri) will pass appropriate mutation orders for effecting transfer of rights as per the registered document. If there is any court stay or objections received from interested parties then proposed mutation will not be effected until appropriate orders are passed by the competent authority. In case the ri suspects that the transaction violates the provisions of sec 79-a & 79-b of the karnataka land reforms act 1961, then ri will refer to the assistant commissioner (ac) of concerned subdivision for further enquiry in accordance with law. However in this case the transfer of rights as per the registered documents (sale) will be effected in the rtc but with rider or non alienation condition entered in the rtc and the purchaser cannot transfer his rights until the disposal of the case by competent ac.

A. In integrated phodi mutaion (imp) transaction where phodi (sub division of land) is involved – concerned hobli revenue inspector will give provisional acceptance to the mutation transaction which will be then sent to survey supervisor login for incorporation of phodi details . In case of normal mutation process will start from step 6 skipping step 7 and continue with step 8

Once the survery supervisor updated phodi details (assigning of new hissa number to the transacted land parcel) the mutation file is electronically sent to bhoomi operator for receipt of file and updating of ri mutation order detail

Bhoomi operator receives the file from survey supervisor and updates RI mutation order detail, crop detail and scanning of relavant documents in a bhoomi system

After which the file is again pushed to survey supervisor login for confirming phodi details and scanned documents related to the incorporation of phodi details. The mutation file is then pushed to ri login for final approval of the mutation.

In case of taluks running on public key infrastructred (pki) based bhoomi software, after the approval by bhoomi shirasthedar the final RTC will be generated only after digital approval of RTC by the village accountant of the concerned village in which the registered land is situated
