No, you cannot transfer your fathers pan number to your mother's name as it is not a transferable. PAN Number is a unique number associated with a person. You have to apply a new PAN Card for your mother.

Yes. You can apply with those documents. As per the Passport rule only two documents are sufficient.

We have registered already in GEM. When I try to make pan validation it's saying our pan name and user name is not matched but I have put the name as it is what mentioned in the PAN card.
