Is WES verification for canada PR supposed to be done for both undergraduate and post graduate degrees?

It is very common among candidates to submit WES ECA for only the highest qualification that they have received. In the case of having both undergraduate and post graduate degree, to complete the application, ECA for post graduate degree is sufficent to get the application approved. Most of the candidates follow the same pattern and get their PR. 

However, that being said, it doesnt guarantee that they will not or cannot ask the same for every candidate. IRCC could ask for the ECA for undergraduate degree at any point of time and they have every right to do so, if the desire. So, it is up to the candidate's discretion.
