I want to give One and the same certificate in Chennai, which I took from Kerala. So, is One and the same certificate valid all India?

If you are taking one and the same certificate to submit to an authority inside your state, ie, Kerala, the certificate issued by Village Officer is fine.

If you are taking one and the same certificate to submit to an authority outside your state, then the certificate has to be issued by the Taluk Tahsildar.
