We provide mobile number in khata application because BBMP may contact you if any clarification required in the application. 
 

Once the khata transfer application is submitted, we don't have option to change or edit the information provided including mobile number and email ID.

If your khata application is not approved yet,  you can submit the new application with your mobile number or your friend should communicate with BBMP on your behalf is any clarification.
