As I am just starting to earn, I cant pay the road tax in Bangalore for my bike yet (at least not in the next 6 months as the NOC requires). Would it be possible for me to take the bike right now, drive it there without an NOC and get an NOC from by Delhi RTO around the 10-11th month?
Not legal, but it's a problem if MVD or police catch you,

Also it has a number mentioned (D-11-23*) It was issued in 1988 which then transferred to Mumbai and the license is still in Book format. How to find the RTO where the license was originally issued or any other valid options so that the license can be renewed?
For any book/paper form license you must approach the RT office where it was issued.

The NOC holder has to get a non-utilisation of NOC and submit the same at original RTO.
