No. There is no need to go to RPO. Alternatively you can send the Personal Particulars form (PP form) by speed post or registered post to RPO. If u had reside in Two addresses within last one year, it is mandatory to furnish both addresses.

Yes you will have to comply their formalities

Without it you will not get the passport.
