Yes you can. But you minor childs application will be sent for police verification. It is more convenient if you have marriage certificate and physical presence of both parents at the time of apply at PSK.

Atleast 1 passport should be mentioned spouse name

Yes.  In such case, the passport of the minor will be issued only after police verification report is received.
