This happens frequently and I too have my own experience.

There are few reasons for this.

  1. BBMP hasn't completed the work but they are bound to close the file within the lead-time so they just upload the blank page and close the application.
  2. They want you to visit the BBMP office and collect the hard copy directly so they have chance to induce. 
  3. By mistake, wrong file would have been uploaded 

As you mentioned in your question, you have been following up for 4 months. My advice is please don't follow up directly with BBMP officials, this may not work until you tip.

Sakala customer care is very active and supportive, call them 080 4455 4455 and report your issue. BBMP will take an action if complaint routed through Sakala care.
