Every state has multiple RTOs. If you sell your vehicle outside the jurisdiction of RTO where it is registered, but within the state itself, then you need to obtain No Objection Certificate (NOC) from the RTO where your vehicle is registered. In this case if your vehicle registration starts with DL 01 and you are selling it to someone who falls in the jurisdiction of DL 02, then you need to get an NOC.

Form 28, 29 and 30 relate to NOC and ownership transfer. If you have got these forms signed from the company, it will make the process easier.

I am not aware of the cars24 operating procedure. But it would be easier for them or any agents to get ownership transferred with these documents.

If cars24 can take a company registered car, with signed documents of Form 28,29 and 30, then it would be a good option for you. Please get things in writing from them before committing.

However, regarding the road tax refund, you are not eligible to receive it as your name is not in any of the documents till now.
