No, banks are not authorised to issue exempted FASTags and not every defence personnel or their personal vehicles are authorised for exemption. You can go through the corrigendum issued by NHAI for exemption category. If you fall under any category you can apply for the same online at NHAI website or physically at your nearest RO NHAI office.
