The Revenue Department, Haryana is using Information Technology [IT] href to update land records. This website has been developed href help people access official land records of Haryana such as Registration, Mutation and Jamabandi. People can now view details of sanctioned mutations and jamabandi of any land in Haryana using Owner name, khewat number and khasra numbers. This site also provides information about property registration and necessary documents required for it. The knowledge base to educate people about revenue terminology is also available.

Important Land Record Documents

  • Jamabandi (Record of Rights)

It is a document prepared as part of record-of-right in every revenue estate. It contains entries regarding Ownership, cultivation and up-to-date of various rights in land. It is revised every five years when a Jamabandi is prepared by Patwari and attested by the Revenue Officer. Two copies of revised Jamabandi are prepared. One copy is consigned to the District Record Room and other copy remains with Patwari for the currency of the Settlement, presumption of truth is attached to the entries in the Jamabandi under section 44 of Punjab Land Revenue Act, 1887. All changes of rights in land coming to the notice of the Revenue Agency are reflected in the Jamabandi according to a set procedure after these have been verified by the Revenue Officer.

  • Mutation Register

Mutation indicates the changes that have to be brought about in ownership and title of the land. It contains the information about the khewat of last Jamabandi, which are proposed to be corrected (Column No 1 to 7) and information contained in Column no 8 to 12 is proposed to be established. These columns are self explanatory. Column no 13 indicates the types of mutation and its details. Mutation fee is entered in column no 14 and brief report is given in column no 15. Referencing of mutations are made in current Jamabandi in the Remarks Column. At a given point of time, column no 8-12 can be taken as column of Jamabandi and confirm the title of the land.

There are many types of mutations but the main types includes Sale, Gift, Mortgage with Possession, Mortgage without possession, exchange, Mutation of changes in ownership based on civil court decrees, mutation of inheritance, partition, land term leases, redemption of mortgage.

  • Khasra Girdawari

It is a register of harvest inspections. The patwari conducts a field to field harvest inspection every six months in the month of October and March. He records facts regarding crop growth, soil classification, cultivation and capacity of the cultivators. This is valuable data and is the basis for many returns and forecasts prepared and published by the Director, Land Records, Haryana. The document is retained in custody of patwari for a period of 12 years after which it is also to be retrieved from him and destroyed. 

The first six monthly inspection starting from Ist of October is called Kharif Girdawari while second from Ist of March called Rabi Girdwari. If circumstances so required, different dates in this respect can be fixed by Commissioner of the Divisions for any or all districts under their charge. Besides, in case of extra Rabi crops such as melons and tobacco etc which can not be observed in March, the patwari make an extra inspection called ‘Zaid Rabi Girdawari’ in respect of such fields. In some cases, similar Zaid Kharif Inspection is also done.

  • Shajra Nasab

Prepared in every estate at the time of settlement and forming a part of record-of-right. Sharja Nasab is a pedigree table showing succession to ownership rights occurring from time to time in the estate. It is revised and brought up-to-date every five years and in the interval changes occurring from time to time are reflected in patwari’s copy through suitable references. 

The Sharja Nasab, prepared at the time of settlement, is a source of information regarding the previous proprietary, history of estate and the devolution of proprietary rights from time to time. One copy of it along with Jamabandi prepared at the settlement is consigned to district record. The Second copy remains with Patwari and is retrieved from him after coming into force of the new settlement, when it is kept permanently in Tehsil or District Record Room.

  • Latha (Field Book)

Popularly named as Shajra. Patwari keeps a copy of the Shajra on Cloth called ‘Latha’. It gives survey numbers and dimensions of a field, now-a-days usually prepared on the scale 40 Karam to one Inch. It is prepared at the time of settlement or consolidation. Original copy is retained in the Tehsil record room and is updated every five years. Patwari’s copy is kept up-to-date through field inspection and incorporation of all transfers attested from time to time.

  • Roznamcha Waqiati

It is a diary of daily incidents maintained by the patwari under executive instructions issued from time to time. Patwari makes an entry for each day mentioning briefly the facts relating to rainfall, hailstorms and other natural calamities, transactions in land or other rights, visits by Superior Officers and orders given by them, orders of Civil and Criminal Courts received by him and executed by him, condition of the crop and cattle, various surveys and inspections conducted by him and any other facts of importance coming to his notice or reported to him. The diary for the year is started in the month of September/October every year. Its pages are numbered and authenticated by the office kanungo so that any tempering with the record is not possible. As the entries in the documents are a valuable piece of evidence, it remains in the custody of Patwari during the operation of settlement and copies of the relevant entries can be obtained from him on payment basis prescribed under rules.

  • Lal Kitab (Village Note Book)

A separate note-book is maintained for each revenue estate wherein statistics of a village is maintained. It contains a number of statements including crop grown in the estate, soil classifications, area under crops, land use, transfers in land, wells and other means of irrigation in the village and abstract of livestock and cattle census in the village. The statements are periodically updated through harvests inspection and revision of other records which is a feed source for these statements. 

  • Rainfall Register

The register contains entries of rainfall as observed by office kanungo from rain gauge at Tehsil Headquarter. It is a valuable source of information regarding statistics of rainfall over a period. It is retained for a period of three years in the Tehsil at District Head Quarter.

  • Current Price Register

This register contains a statement of fortnightly retail prices of principal food-grains and is marinated at Tehsil and at District. It is valuable source of information for statistics regarding prices prevailing over a period. It is retained for three years and then destroyed.
