How to apply for CSC online ? (Digital Seva Registration 2019)

Common Services Centers (CSCs) are front end service delivery points for delivery of Government, Social and Private Sector services in the areas of agriculture, health, education, entertainment, FMCG products, banking and financial services, utility payments, etc.

CSC connects local population with the Government departments, banks, and insurance companies and with various service providers in private sector using IT-Enabled network of citizen service points.


Following services can be provided by a CSC.

Government Serices: CSCs act as the one stop shop for all the Government to Consumer (G2C) services like getting a Aadhaar card/ PAN card/ Pasport and a host of other services under one roof

Education Services: Education Services leverage Information and Communication Technologies to create awareness and empower citizens on digital technologies, financial management, legal rights and facilitate educational services in rural areas.

Health Services: CSC Health Services endeavours to provide quality healthcare solutions like tele-medicine, diagnostic services and generic medicine services to the masses in rural and remote areas of the country, through the vast network of CSCs.

Skill Development Initiatives: CSC SPV has launched skill development initiatives in various sectors to provide market-oriented skills to the rural youth in order to enhance their employability and improve livelihood options.

Financial Inclusion Services: Under Financial Inclusion Services, CSC SPV seeks to leverage the national network of CSCs to meet the government’s mandate of financial inclusion by connecting citizens in rural and remote areas, particularly women and marginalized communities, with mainstream financial services like banking, insurance and pension

B2C Services: CSCs act as the one stop shop for all the B2C services like getting a recharge for mobile or Cabel TV and a host of other services under the same roof

Eligibility Criteria

CSCs are operated by Village Level Entrepreneurs (VLE). VLE delivers various government and non-government services to the end consumers from the CSC outlet(mostly owned). 

In order to open a CSC, VLE should have the following qualifications

  • VLE Should have a valid VID and PAN number. 

  • The VLE should be a village youth above 18 years of age. 

  • The VLE must have passed the 10th level examination from a recognized board as minimum level of educational qualification.

  • The VLE should be fluent in reading and writing the local dialect and should also have basic level knowledge of English language.

  • Prior knowledge in basic computer skills would be a preferred advantage.

  • The VLE should be motivated enough to be a prime driver of social change and disperse his/her duties with utmost dedication and honesty. 

Documents Required

Following documents are required by a VLE to apply for CSC.

  • Applicant photo

  • Copy of highest educational certificate

  • Proof of Identity

  • Proof of Address

  • Cancelled copy of cheque

  • Pan Card Copy

  • CSC Centre Photos (Inside and Outside)

Requirements to open a CSC

System Requirements

  • At least 120 GB Hard Disc Drive. 

  • At least 512 MB RAM. 

  • CD/DVD Drive. 

  • UPS PC with Licensed Windows XP-SP2 or above operating system. 

  • With 4 hrs battery backup/Portable Genset. 

  • Printer/ Colour Printer. 

  • Web cam/digital camera. 

  • Scanner. 

  • Internet connection with at least 128 kbps speed for browsing & data uploading over internet.


  • VLE must have a public place (minimum 100 – 150 sq. ft space) with safety and convenience. 

  • Availability of Kiosk from 08:00 AM to 08:00 PM.

  • To deliver the services smoothly to the users as available on Digital Seva Portal.

Apply Online for CSC

By registering as a Village Level Entrepreneur (VLE), the user will be entitled for Digital Seva Portal credentials which will enable them to avail various services provided by CSC through the Digital Seva Portal. Please provide correct details.Follow the below steps to apply online for a CSC centre.

  • Enter your mobile number. An OTP will be send to it for verification.

  • Once your mobile number is verified, Enter your email id.An OTP will be send to it for verification.

  • Once your email id is verified, the registration window will open.

  • Enter a valid VID number to start the application process. The VID is a temporary, revocable 16-digit random number mapped with the Aadhaar number. The virtual ID can be used for the purpose of authentication in the same way the Aadhaar number is used. Currently, VID can be generated on UIDAI's resident portal

  • Enter the name as on the Aadhaar card.

  • Select your gender.

  • Enter your date of birth.

  • Select your state

  • Select the mode of authentication you would like to perform for Aadhaar authentication based application submission.

  • Enter the Captcha Text. Click on “Submit” button”

  • Once authentication is over, applicants are required to fill details under various tabs such as Kiosk, Personal, Residential, Banking, Document and Infrastructure detail

  • Upload scan copy of PAN card, cancelled cheque, your photograph and photo of your centre

  • Fill Infrastructure details

  • Review your details and click on “Submit” button to register yourself and an application reference ID will be generated.

  • You will receive an acknowledgement email regarding successful completion of your application on your email address provided during the registration process.

  • It is mandatory for the user to download a copy of the form and submit the same to the District Manager available in the nearest CSC office along with a copy of self attested documents (cancelled cheque/passbook, PAN card, and applicant image).

  • A unique application number is generated after successful registration. You can track your application status by this unique number.

Once the application is submitted, it undergoes a Quality Check process. Accepted applications are further processed for account creation and the credentials are shared through DigiMail.

  • Enter your application id and Captcha Text. Click on “Submit” button.

CSC Re-registration

VLEs have to re-register every year by visiting the CSC online portal.Without re-registration, VLEs would not be able to do transactions through Digital Seva website.

Dates of re-registration will be notified to the VLEs through mail.

How to Re-register CSC

Mandatory requirements

  • Aadhaar & OMT ID of the VLE is mandatory to start the application.

  • Mobile & E-Mail should be updated in Aadhaar card.

Re-registration process

  • To get the online registration form, visit Common Service Center scheme website

  • Click on re-registration link.

  • Enter you aadhaar number, OMT Id

  • Select the authentication type and further add the Captcha Text. Click on “Submit” button.

  • After Aadhaar authentication, your Aadhaar information will be displayed along with the form.

  • Please fill the details under the tabs, Kiosk, Banking, Document and Infrastructure.

  • Review your details and click on “Submit” button to register yourself and an application ID will be generated.

  • You can track the status of your application through csc online portal by providing the application reference number.
