How to apply for exceptions on Building Permits in Dubai?

This service enables you to obtain a special exception approval for construction works non-conforming with the applied laws and regulations, within technical conditions and criteria specified by Dubai Municipality.

How to apply for exceptions on Building Permits in Dubai?

• Login to Dubai Building Permit System BPS.

• Apply to the service and upload the required documents.

• Check Dubai Municipality's reply through the website (Approved/Rejected/to be Amended or Completed).

• Obtain Valuation Certificate from Dubai Land Department if requested.

• Upon approval, confirm exception fees with owner.

• Pay the due fees.

• Receive the special exception through the Dubai Building Permit System, in case of approval.

• Application Fees:

  • Private villas, investment villas, multi-storey buildings (up to 7 floors): AED 100

  • Industrial buildings, public buildings, multi-storey buildings (more than 7 floors): AED 150

  • Floor area ratio buildings: AED 250.

• Permit Fees are calculated according to Resolution No. (10) of 2006 as follows:

  • 30% of the land value on the date of the application submission divided by the total allowable built-up area (except basements, balconies, and roof services) multiplied by the total benefited area.
