How to apply to change a Consultant/Contractor after the Building Permit Issuance in Dubai?

This service enables you to obtain an approval to change the current consultant or contractor after the issuance of the Building Permit.

Documents Required

• Application Form to Change a Consultant/Contractor Signed and stamped by the parties concerned with the change.

How to apply to change a Consultant/Contractor after the Building Permit Issuance in Dubai?

• Submit the application (Please check the terms and conditions) .

• Check Dubai Municipality's reply (Approved/Rejected).

• Pay the due fees (by the new contractor or consultant) in case of approval, and confirm the change procedure (when changing a consultant).

• Receive the updated Building Permit with the new contractor or consultant name, from Dubai BPS.

Fees Required

• Change an authorized consultant after the Building Permit Issuance: AED 300.

• Change an approved contractor after the Building Permit Issuance: AED 500.

• Knowledge and Innovation Fees: AED 20.

Time Required

• Change application with agreement: 3 working days per application.

• Change application without agreement: 8 working days per application.

Terms and Conditions

• The service is applied upon the owner's request.

• The service due fees are paid by the new consultant or the new contractor through Dubai BPS step (2-3).

• When changing a consultant, the new consultant must confirm the change through Dubai BPS step (2-3) after paying the due fees.

• Once the change of a consultant or contractor is approved and required fees and deposits are paid, all transactions are electronically transferred to the new consultant or contractor's name.

• The owner cannot assign the new consultant or contractor to start the construction works before the issuance of the updated building permit in their name in Dubai Building Permits System.

• Dubai Municipality assumes no responsible towards the changed consultant or contractor.

• To change the current consultant or contractor (if there was an agreement from the current consultant, and there was or wasn't an agreement from the contractor), the application is submitted by the current consultant through Dubai BPS 

• To change the current consultant without his agreement, the application is submitted by the new consultant by sending a message through general message service in Dubai BPS step (1) then choose the message category (Engineering Evaluation and Demolition Section - Change a Contractor/Consultant and Completion Disputes), after that the application will be submitted through data entry.

• To change the contractor in (permit issued without consultant) the application is submitted by the current contractor (if there was an agreement) or new contractor (if there wasn't an agreement)  by sending a message through general message service of Dubai BPS Step (1) then choose the message category (Engineering Evaluation and Demolition Section - Change a Contractor/Consultant and Completion Disputes), after that the application will be submitted through data entry.  

• You can obtain the Application Form to Change a Consultant/Contractor after the Building Permit Issuance through the attachments link in the services catalog on Dubai Municipality website, and the "Templates" link in Dubai Building Permits System (BPS) steps (2-3).

• You can print the updated building permit through the Dubai Building Permits System.

• If the application was rejected, you can reapply after fulfilling the Municipality's remarks through Dubai Building Permits System, or the general messaging service, according to the same application process followed when applying the first time.
