Yes, you can still file. If your only income is from SSA you probably don't owe any taxes, and you probably won't get a refund unless you had federal income taxes withheld.
If you received a lump sum covering multiple years you definitely should file. You should take the lump sum election.
If you need to file for 2022 you can go through one of the IRS Free File options:

Or you can try this free tax preparation program - you'll need to have your SSA-1099 and photo ID. You can upload pictures as long as the text is legible.
My local program is still preparing taxes using Get Your Refund through July 31 - if your local program isn't operating this summer you may be assigned to a program in a different area / state.
