If he paid his taxes through TurboTax, there apparently have been a lot of issues with that process where funds were withdrawn but not sent to IRS correctly. Those payments went through a third -party payment processor, and people were having a hard time getting ahold of that company. He will need to contact TurboTax to get that information if that's how he paid.

For future reference, it's much better to use IRS Direct Pay for any federal tax payments. These payments are processed directly by IRS, so if there are any issues it's easier to track the payments as long as you save the confirmation numbers.
