Yes, you can cancel, but not by yourself. You need to visit nearby BESCOM.

I also tried many times to cancel but its not happening so maybe we cannot cancel google will show tht we can cancel but when i enter my acc id its telling tht my id duplicate

There is no cancellation button on the website. You will have to wait until they make a button for cancellation.
