Regarding selling the car, it is illegal to do so in the said circumstance without canceling the NOC.

Regarding the practicality of doing it, whenever you transfer the ownership of the vehicle, you need to get NOC from RTO where you have registered your vehicle. The same RTO, from where you took NOC in 2016 to transfer the vehicle to Himachal Pradesh. While searching their database, it becomes evident to them that the vehicle doesn't belong to that RTO any more.

Regarding traffic challan, if you are driving Haryana registered car in Himachal Pradesh, the traffic police can ask you for the re-registration details and penalize you accordingly. However, if you are driving Haryana registered car in Haryana for which NOC was issued in 2016, the traffic police might not go deep into checking with concerned RTO during their regular roadside checking process. But if you get involved in an accident or any bigger offense with the vehicle, it will cause issues.

To be on the safer side, get your expired NOC canceled.
