I have a pulsar 150 bike registered at Electronic city RTO bangalore, Karnataka but NOC issued for Bhagalpur,Bihar on 22 january 2012 but I could not submit the NOC at RTO/DTO Bhagalpur,Bihar till date. Meanwhile, original RC is also lost and NOC is in a dilapidated state. However, Road Tax is paid for Lifetime at Electronic City, Bangalore ,Karnataka. Please let me know:- 1. What can I do now to obtain a new RC in Bihar ? Original RC (Bangalore,Karnataka) is lost. 2. Do I need to pay the road tax in Bihar also as I have IND number plate issued by RTO Electronic city, Bangalore,Karnataka and LTT paid there with a valid receipt ? 3.What would be the estimated fine for late submission of NOC until date since 22 January 2012 and issue of new RC from DTO Bhagalpur or DTO Motihari ?

I hope that you have got your bike re-registered in Karnataka after paying the road tax. Please see my answer in that perspective.

1. What can I do now to obtain a new RC in Bihar ? Original RC (Bangalore,Karnataka) is lost

Any registered owner can apply for a duplicate registration certificate in case the original one is either lost or mutilated after submitting the following documents:

• Application on Form 26 (in duplicate and one copy duly attested along with the endorsement from the financier of Hypothecated).
• Original copy of the F.I.R/N.C.R.
• Attested copy of valid insurance policy.
• Attested copy of pollution under control certificate.
• Attested copy of address proof.
• Prescribed fee.
• Challan clearance from traffic police & Enforcement wing in commercial vehicles.
• Tax clearance for commercial vehicles.
• Attested copy of PAN Card or Form 60 & Form 61 (as applicable)

Note: Attested copy: means photocopy attested by MLA/ Nigam Parshad/ Gazetted officer/ notary public.

Once you submit all these documents, you will get a new RC in Karnataka. You have to get your vehicle re-registered in Bihar to get a new RC.

The documents required are as under:

• Other state registration certificate in original.
• Form 28 (NOC in duplicate)
• Form 27
• Form 20
• Attested copy of address proof.
• Attested copy of valid insurance.
• Attested copy of pollution under control certificate.
• Fitness certificate in case of commercial vehicle only.
• Road tax (as applicable)
• Prescribed fee for registration.
• PAN Card or Form 60 & Form 61(as applicable)

Note:Such registration of vehicle in some of the states are subject to clearance from National Crime Record Bureau. The Transport Department arranges the clearance certificate themselves.

2. Do I need to pay the road tax in Bihar also as I have IND number plate issued by RTO Electronic city, Bangalore,Karnataka and LTT paid there with a valid receipt ?

IND Number plate shows that your bike is using a High Security Registration Plate. You need to pay road tax again in Bihar and get your vehicle re-registered in Bihar. After that, you can apply for road tax refund from RTO in Karnataka.

3.What would be the estimated fine for late submission of NOC until date since 22 January 2012 and issue of new RC from DTO Bhagalpur or DTO Motihari ? 

NOC has a validity of 6 months. There is no fine as such. But you have to get the existing NOC cancelled and apply for a new NOC.
