  പഞ്ചായത്തിന് ഒരു സ്വകാര്യ വ്യക്തിയുടെ ഭൂമിയിൽ പഞ്ചായത്ത് പൊതു ഫണ്ട്‌ ഉപയോഗിച്ച് നിർമാണം നടത്താൻ അവകാശം ഉണ്ടോ.സ്വകാര്യ ഭൂമി ഏറ്റെടുക്കൽ എന്ന യാതൊരു നിയമ നടപടി കൂടാതെ ആണ് പഞ്ചായത്തു സ്വകാര്യ ഭൂമിയിൽ നിർമാണം നടത്തിയത്..
