The Custom Bid created one Primary User cannot be transferred to another Primary User.

In case the login credentials are forgotten, the Primary User may contact the GeM HelpDesk Toll-free number and quote some details (like Aadhaar number) so that they can get the User ID. For retrieving the password, it is the same as the password of their gov Email ID.
