The $0 payments count towards PSLF if that is your billed amount via your IDR plan
The pandemic forbearance period also qualifies if you had qualifying loans and employment during that time, you'd just need to submit a PSLF Form to certify the time
That amount is what your payment would increase to if you missed your annual recertification to stay on your IDR plan
