Your in-laws can file N-600K with USCIS and pay the appropriate fees. After many months of processing, USCIS will call your children in for an interview, typically with a ~1 month notice. Your children can travel on an ESTA to complete the interview. Hopefully they're approved on the spot, otherwise it can take 1-2 months to finalize the approval. If more evidence is required, it can add 3-6 months of processing and your children may have to fly out of the US and back in again as they must be legally present in the US at the time of approval.

You can add your kids as beneficiaries to the I-360, and simply not file the DS-260 for them if their N-600K was successful.

N-600K processing time varies a lot, and is highly dependent on which field office they're interviewing at (nearest to the grandparents). It can range from 6 months to 2 years.

Widowers of US citizens are treated like spouses of US citizens who are alive - no caps.
