I took NOC from UP for re-registration in WB in 2015. But couldn't transfer WB RTO till date. Now, what are the ways for me to ride my bike on road?

As you have not mentioned the state to ride your bike on, I will provide the details about procedure to be followed on riding the bike on both the States.

Case 1: Riding the bike in UP

You have to get NOC canceled from RTO in UP. For cancelling the NOC, you need to obtain Non Utilization Certificate from RTO in West Bengal stating that your vehicle is not registered there.Non-utilization certificate is an official statement from the RTO stating that your vehicle is not re-registered in that state.

Documents required for the same are listed below.

  • A letter requesting Non-utilization certificate
  • Original RC book
  • Valid Insurance copy
  • PUC certificate copy
  • Affidavit stating that you have not registered vehicle in WB and no illegal work was done using that vehicle
  • Police verification certificate from the police commissioner office of the migrated state
  • Original NOC documents
  • ID proof

Once you obtain Non Utilization Certificate from RTO in West Bengal, submit it at UP RTO to cancel the NOC issued from RTO in UP.When you cancel the NOC, it means that your vehicle belongs to RTO in UP.

Case 2: Riding the bike in WB

NOC has a validity of 3-6 months. As the time of NOC got expired, you need to get it cancelled. This is because, as per the NOC , your bike doesn't belongs to UP. As it is not registered in WB, it doesnt belongs to WB as well. So you need to cancel NOC.

Process to be followed to cancel the NOC is same as above. Once you cancel the NOC, you need to apply for Fresh NOC from RTO in UP and submit it to RTO in WB.
