I just received my US passport today and both the envelope and passport are soaked! I assumed it happened while in transit with USPS. It doesn’t appear to have damaged any pages, but they’re all bent/warped. Does this constitute as “damaged”?

 It looks as if the book is still intact and the visa pages are usable.If you would like a new passport, you need to use form DS-11 and pay the fees.
