As per the Prabudhha scheme, priority will be given to identified nomadic/semi-nomadic micro-communities, children of SafayiKarmachari, and ST primitive tribes among SC and ST.
Please check the revised guidelines here.
To the best of my knowledge, Prabudhha scheme is only for SC/ST students. However, you can check with the concerned department as well.
