How to apply for Consumer Products Registration (MONTAJI) in Dubai?

This service enables you to apply for the assessment and registration of consumer products and Food Contact Materials (FCMs) after verifying their conformity with Public Health and Safety standards and requirements. This service covers fragrances, detergents, biocides, health supplements, cosmetics and personal care products.

Documents Required

Consumer Products Registration:

  1. A clear art work of the product illustrating all related information.

  2. Free Sale Certificate: a certificate issued from the country of origin declaring that the product is freely sold in the country of origin. It must be issued from the related government sector or attested from the government sector in the country of origin.

  3.  Ingredients Report: documents that detail the ingredients and their concentration issued from the manufacturer or brand owner.

  4. Lab test report (depending on the product) from Dubai Central Laboratory, or any accredited laboratory (with related scope of accreditation).

  5.  Other documents or certificates may be requested (depending on the product), for example a Good Manufacturing Practice (GMP) from a certified body (for all locally manufactured products only), a safety data sheet, or a halal certificate from a certified body.

  6. Valid Product Registration Certificate or product Certificate of Conformity (COC) if the product was registered at one of the official health authorities in the UAE such as the Ministry of Health and Prevention or Ministry of Industry and advanced Technology.

Food Contact Materials Registration:

  1. Valid certificate of conformity issued by the Ministry of Industry and advanced Technology or valid product lab test reports (not exceeding one year) issued by an accredited laboratory.

  2. Photo of the product. 

How to apply for Consumer Products Registration (MONTAJI) in Dubai?

Through Dubai Municipality website:   (For Consumer Products Registration - CPRE)

  • Login to Montaji System.

  • Apply for Consumer Products Registration (CPRE).

  • Upload the required documents.

  • Pay the application due fees.

  • Check Dubai Municipality's reply (Approved/Rejected/ Incomplete ) through the website.

  • Check the application remarks through the website in case of incomplete status; comply with the remarks, upload the required documents and re-submit the application to proceed with the registration process. 

  • Receive the electronic assessment report in case of rejection. 

  • Pay the registration certificate due fees & receive the electronic registration certificate through the company's account on Montaji in case of approval ( Printing out the registration certificate is only optional ).

Through email ( For Food Contact Materials Registration ).

  • Submit the service application form and the required documents by email to montaji-fcm@dm.gov.ae.

  • Pay the due fees sent to your email.

  • Check Dubai Municipality's reply (Approved/Rejected/To be amended or completed) through your email.

  • Receive the registration certificate if approved, by email.

Fees Required

Consumer Product Registration:

  • AED 10 per application.

  • AED 10 for each product added to the same application (addition of product as variant).

  • AED 200 for each registration certificate you request after the product approval (optional).

  • AED 20 Knowledge and Innovation fees.

Food Contact Materials Registration:

  • AED 200 per application to register food contact materials, equipment, and packaging.

Time Required

Consumer Products Registration:

  • Cosmetics and personal care products and fragrances: up to 22 working days from the application completion date

  • Health supplements: up to 12 working days from the application completion date

  • Detergents: up to 5 working days from the application completion date

  • Biocides: up to 3 working days from the application completion date.

Food Contact Materials Registration:

  • 3 working days.

Terms and Conditions

Consumer Products Registration:

  • The registration certificate is valid for 5 years from its issuance date.

  • The registration of the aforementioned products is mandatory before they can be sold in the local market. All companies wishing to import, trade, sell or manufacture any consumer product must register every product alone.

  • Only companies can register consumer products, and must hold a trade or industrial license valid in the UAE with an activity related to the product category subject of the registration.

  • You can include only one product per application with any number of product variations, whether related to volume, weight, colour, taste, flavour, or fragrance depending on the product nature.

  • The application is approved, the product registered and the registration certificate issued only if the product met the health and safety specifications and requirements approved by Dubai Municipality.

  • If the product did not meet the health and safety specifications and requirements approved in Dubai, then the assessment report is issued stating that the product is not compliant and should not be imported and sold in the local market.

  • Dubai Municipality reserves the right to reject the registration of a product and issue an assessment report.

  • The application is returned only once for completion of requested remarks.

  • Dubai Municipality reserves the right to reject or cancel the application during the review and assessment process if it didn't fulfil the service's requirements:

  • Immediate rejection, in case basic requirements are not fulfilled such as: submission of the Free sale certificate, submission of the certificate of composition or the product is not applicable for registration.

  • Rejection, In case of noncompliance with the requested remarks and failure in submitting the missing requested documents.

  • Rejection, in case damaged documents and certificates are submitted or they are unclear or not conforming with the requirements.

  • Immediate rejection, in case the request is submitted with incorrect product information and particularly the “Barcode” in the application details.

  • Automatic cancellation, in case the incomplete application was not resubmitted within 45 days from its reversal date.

  • Automatic cancellation, in case payment for the submitted application was not done within 45 days from the submission date.

  • Electronic applications are not reviewed unless payment of the due fees is done.

  • Food Contact Materials Registration:

  • Food contact materials applications are assessed and studied to ensure their conformity with the health and safety standards and specifications.

  • The application is returned only once for completion of requested remarks.

  • Dubai Municipality reserves the right to reject or cancel the application in case there is failure to submit the missing documents and apply the requested amends to the returned applications.

  • Only one trademark can be selected with maximum number of fifteen sub products or product variations.

  • Each request should include  one trademark only and a maximum of fifteen product variants.

  • The registration certificate is valid for two years from its issuance date.

Food contact materials are defined as follows:

  • Expected to come into contact with food

  •  Intended to come into contact with food

  • Expected to transfer their constituents to the food.

  • Food contact materials are classified according to their raw material, and they include:

  • Adhesives

  • Ceramics

  • Cork

  • Rubbers

  • Glass

  • Ion-exchange resins

  • Metals and alloys

  • Paper and board

  • Plastics

  • Printing inks

  • Regenerated cellulose

  • Silicons

  • Textiles

  •  Varnishes and coatings

  •  Wax

  •  Wood.

A Halal certificate issued by an internationally accredited Islamic authority is requested in case the products carry Halal logo or contain ingredients from animal derivatives, as in Health supplements.

When does the application get canceled?
The application is automatically canceled after 45 days in case the application is not resubmitted with the required documents or the payment is not completed.
