10 കോടി വരെ മൂലധന നിക്ഷേപം ആവശ്യമുള്ളതും മലിനീകരണ നിയന്ത്രണ ബോര്‍ഡിന്റെ റെഡ് കാറ്റഗറിയിൽ പെടാത്തതുമായ സംരംഭങ്ങളെ മൂന്നുവർഷത്തേക്ക് പെർമിറ്റുകളിൽ നിന്നും അനുമതികളിൽ നിന്നും ഒഴിവാക്കിയിട്ടുണ്ട്. ആയതിനാൽ അത്തരത്തിലുള്ള പ്രൊജക്റ്റാണെങ്കിൽ 2019 ലെ കേരള പഞ്ചായത്ത്/ മുനിസിപ്പാലിറ്റി കെട്ടിട നിർമ്മാണ ചട്ടങ്ങൾ പാലിച്ചുകൊണ്ട് പഞ്ചായത്ത്/മുനിസിപ്പാലിറ്റി സെക്രട്ടറിയുടെ മുൻ‌കൂർ അനുമതിയില്ലാതെ തന്നെ കെട്ടിടം നിർമ്മിക്കാ വുന്നതാണ്. കെട്ടിട നിർമ്മാണം സംബന്ധിച്ച നിബന്ധനകൾ,കെട്ടിടം സ്ഥിതിചെയ്യുന്ന പ്ലോട്ട്, ആരംഭിക്കുന്ന വ്യവസായത്തിന്റെ തരം, കെട്ടിടത്തിന്റെ ഉയരം, കെട്ടിടത്തിന്റെ വിസ്തീർണം തുടങ്ങിയ ഘടകങ്ങൾക്കനുസരിച്ച് വ്യത്യാസപ്പെടുന്നതാണ്. ക്ഷമതയുള്ള ഒരു ബിൽഡിംഗ് ഡിസൈനറുടെ ഉപദേശം തേടിയശേഷം മാത്രം നിർമ്മാണം തുടങ്ങുക. അല്ലെങ്കിൽ ചട്ട പ്രകാരമല്ലാത്ത നിർമാണങ്ങൾ പൊളിച്ചുമാറ്റേണ്ടിവരും. കൂടാതെ വലിയൊരു സംഖ്യ പിഴ നൽകേണ്ടതായും വരാവുന്നതാണ്.

For MSME’s, Government of Kerala has enacted “The Kerala Micro Small Medium Enterprises Facilitation Act, 2019” for establishing a trusted environment between the Government and Entrepreneurs. The legislation exempts all MSME projects not falling under red category from licenses, approvals, permits etc. under various State legislations for the first three years. The workflow for MSME automated approvals is also integrated in KSWIFT.

The rules and regulation may differ according to the change in measurements estimated like Planed Area, Height, set off kept etc. Hence it is better to consult an authorised Architect before moving ahead with the construction works. Any building constructed violating the rules and regulation will have to face legal liability such as a huge sum as penalty and even may have to dismantle the illegal construction.
