  "Admission to educational institutions including private educational institutions, whether aided or unaided by the State, other than the minority educational institutions referred to in clause (1) of article 30.". ഇതാണ് ഭേദഗതിയിൽ പറയുന്നത്. എയ്ഡഡും അൺഎയ്ഡഡുമായ എല്ലാ സ്വകാര്യ വിദ്യാഭ്യാസ സ്ഥാപനങ്ങൾക്കും പ്രവേശനം നൽകുന്നതിന് സംവരണം ബാധകമാണ്. CBSE സ്കൂളുകള്‍ക്ക് ഇത് ബാധകമാണ്. ന്യൂനപക്ഷ വിഭാഗം നടത്തുന്നത് അല്ലെങ്കിൽ.   ന്യൂനപക്ഷം എന്നത് മതപരമോ ഭാഷാപരമോ ആവാം. ന്യൂനപക്ഷം എന്നത് ഭരണഘടനയിൽ നിർവ്വചിച്ചിട്ടില്ല. ഹിന്ദു സാധാരണ ഗതിയിൽ ന്യൂനപക്ഷ വിഭാഗത്തിൽ വരില്ല. പക്ഷെ മഹാരാഷ്ട്രയിൽ ഗുജറാത്തി സംസാരിക്കുന്ന ഹിന്ദുക്കളെ ന്യൂനപക്ഷമായാണ് കണക്കാക്കുന്നത്. കേരളത്തിൽ തന്നെ ഇടുക്കി ജില്ലയിൽ തമിഴ് സംസാരിക്കുന്നവരും കാസർഗോഡ് കന്നട സംസാരിക്കുന്നവരും linguistic minority യാണ്. അതുകൊണ്ട് ഇത്തരം എല്ലാ കാര്യങ്ങളും വിലയിരുത്തിവേണം ഇത് തീരുമാനിക്കാൻ.
