What is the procedure for making an OBC non-creamy layer certificate?

You have to visit the Tahasildar in your area along with documents to prove your caste (Caste certificate or School Leaving Certificate)  and income (Income certificate or income tax returns) to get the OBC non-creamy layer certificate.

As you have not mentioned the state from where you need to apply for Income Certificate, you need to approach the following agency in your state with the Income Certificate Application.
