Yes you can pay your toll through your fastag. Wallet balance is basically your account balance and fastag has nothing to do with it. You need to have balance in your fastag wallet to pay toll tax.

Wallet balance: it is a pool of money that you can use to recharge an active fast tag in your a/c. 

Tag balance: this is the actual balance in your fast tag. This balance is deduced when you pass through tolls
