What if NOC ISSUED and not entered in other state?

As per the RTO which has issued NOC, your vehicle doesn't belong to that State anymore. As you have not utilized the NOC till now, it doesn't belong to the other State as well.If you have not moved to new State, you have to get the NOC cancelled.

I have a valid Qatar Heavy vehicle license. Is it possible to get a light vehicle license in kerala with this? Or is it required to write learners and take the new license? Sorry, you can't get LMV license with Heavy DL. And you need to wait minimum 30days.

For vehicle ownership transfer, which RTO should I submit the documents - servicing authority or registration authority? While uploading documents which aadhar card have to upload - transferror or transferee?
In Kerala you can opt either RTO. But the documents should be sent to servicing RTO.
