Whenever you submit any application at Sarthi website, you need to visit RTO office with original documents with respective documents. If you have visited and you still see the same status, You can see the Counter number will have something populated now. It means your application is under process. If the status is not changing for more than a week or fortnight, you can visit RTO office for checking the actual status. You can also file complaint at Sarathi Feedback/Complaint

If it's in Delhi, raise ticket on sarathi website. Mine was in scrutiny for 8 months until I raised ticket. Once raised the licence was delivered home in one week.
